Arsenal and Chelsea in transfer battle for Coutinho with hopes of stealing Barcelona flop on cheap from Spanish giants

ARSENAL and Chelsea are set to be offered the chance to sign Barcelona flop Philippe Coutinho this summer.
The Brazilian midfielder is out on loan at Bayern Munich for the season, but they have decided not to sign him permanently.
