And the Spanish midfielder is said to be in talks with Valencia over a transfer in time for the new season.
But the LaLiga outfit have lost millions since the country was out in lockdown over a month ago.
There is no sign that the club will be back playing before June.
The midfielder has made it clear this is his final season at the Etihad.
Silva also has interest from David Beckham’s Inter Miami in the America MLS, as well as Japan and Juventus and AC Milan.
He and previously expressed interest in playing for his hometown side Las Palmas on the island of Gran Canaria.
His contract is due to expire on June 30 but it is almost certain the season will not have finished.
The champions are awaiting word from Fifa about how the issue of out-of-contract players should be handled before making any decisions.
And Valencia have to hope this gives them time to put a deal together.
They plan to offer him a three-year deal if their bean-counters give them the go-ahead once this delayed season is out of the way.
The Spain World Cup-winning midfielder played more than 130 games for Los Ches between 2006 and 2010.
But his £26million move to City in 2010 started an incredible period of success for the Qatar-owned club.
They won four Premier League titles, two FA Cups and five League Cups, with Silva being at the heart of that success.
