One agent asked: “Is that a good use of the budget? Are Man United going to do much in the time that’s here? Chucking him into a squad like that seems pointless.”

Cavani, 33, will rake in over £200,000-per-week at Old Trafford this season.

United secured a late deal for him on deadline day after fighting off interest from the likes of Atletico Madrid, Leeds and Benfica.

Van de Beek’s move to United from Ajax received 11 per cent of the votes – making it the second worst deal of the summer in their opinion.

Most agents are in agreement that the 23-year-old is worth £35million, but do not believe he was a player that United needed.

A number of other transfers including Nathan Ake’s switch to Manchester City received six per cent of the votes.

Pep Guardiola parted with £41million to sign him in a desperate bid to solve his defensive issues.

But City’s shocking 5-2 defeat to Leicester City proved there is still room for improvement.

Rhian Brewster to Sheffield United, Kai Havertz to Chelsea and Diogo Jota to Liverpoll are among the other moves received six per cent of the votes.

The agents were also asked to name the best transfer of the summer window – and it’s good news for Liverpool fans.

And James Rodriguez’s free transfer from Real Madrid to Everton from Real Madrid is second in line.

An agent said: “In terms of increasing the club’s profile, generating a feel-good factor and being an absolute bargain, I think it takes some beating.

“Long-term it may not necessarily work out, but in the short term, you only need to look at the impact he’s had already.”

He justified all the hype with a dazzling debut against Tottenham last month.
